Speaking softly so only nearby listeners can hear.

She whispered in my ear.

You must not whisper during class.
[Note: ては + いけない = prohibition]
(かれ)は「大丈夫(だいじょうぶ)」と(ちい)さな(こえ)(ささや)いた。
He whispered "It's okay" in a small voice.
2. to murmur; to spread rumors
Quietly spreading information or speculation, often used in passive.
二人(ふたり)関係(かんけい)について、いろいろと(ささや)かれている。
Various things are being whispered about their relationship.
会社(かいしゃ)倒産(とうさん)するのではないかと(ささや)かれている。
It is rumored that the company might go bankrupt.
(かれ)成功(せいこう)(うら)には(なに)かあると(ささや)かれていた。
It was whispered that there was something behind his success.

(ささや)く is a transitive verb (他動詞(たどうし)).

ASPECT ({ている}):
The ている form indicates ongoing action ((なに)かを(ささや)いている = 'is whispering something').
