Transitivity

ASPECT (ている):
読(よ)み飛(と)ばしている describes a reading session in progress in which the reader keeps skipping ahead. It does not describe a resulting state, so it is not used to mean "has skipped."

THE ～飛(と)ばす PATTERN:
As the second half of a compound, 飛(と)ばす adds the sense of jumping over the material in between.
