A counter used for incidents, cases, complaints, applications, and similar discrete items or occurrences.
苦情が三件入った。
Three complaints came in.
今月は問い合わせが五十件あった。
There were fifty inquiries this month.
昨年の交通事故は約一万件報告されている。
Approximately ten thousand traffic accidents were reported last year.
As a noun, 件 is often used with demonstratives: その件 (that matter), この件 (this matter), 例の件 (that matter we discussed).

COUNTER USAGE:
As a counter, 件 has no sound changes. It counts:
