Circular movement, as in seasons cycling or blood circulating.
季節(きせつ)は巡(めぐ)り、また春(はる)が来(き)た。
The seasons came around again, and spring arrived.

Blood circulates through the body.

Used with を巡(めぐ)って to mean 'concerning' or 'over' an issue.

巡(めぐ)る is an intransitive verb (自動詞(じどうし)).

ASPECT ({ている}):
The ている form indicates ongoing action or habitual behavior (世界(せかい)を巡(めぐ)っている = 'is traveling around the world').
