1. to surface; to rise to the surface

To come up from underwater or below the surface.

ASPECT (ている):
This is a change-of-state verb, so 浮(う)かび上(あ)がっている describes the resulting state - the thing is now up, or now visible - rather than an action in progress. The form 浮(う)かび上(あ)がってくる, very common in sense 2, adds the sense of the fact coming into view step by step.

Usage

Sense 1 is physical: 潜水艦(せんすいかん), 泡(あわ), a sunken ship, a ダイバー.

Sense 2 is standard vocabulary in news and investigation writing:

疑惑(ぎわく)が浮(う)かび上(あ)がる (suspicions arise)

A third use, not split out as a separate sense here, is visual: a shape standing out against a dark or plain background, as in ライトに照(て)らされて建物(たてもの)が闇(やみ)の中(なか)に浮(う)かび上(あ)がる (lit up, the building stands out of the darkness).
