Watching a situation unfold without getting involved or taking action. Often carries a negative connotation of passivity or indifference when action might be needed.

ただ傍観(ぼうかん)していた。

傍観者(ぼうかんしゃ)の立場(たちば)ではいられない。

傍観(ぼうかん)する is to watch a situation from the side without stepping in. What is watched takes を: いじめを傍観(ぼうかん)する (stand by and watch bullying). The word is almost never used of a situation that calls for no action — the implied criticism is built in.
