A place that is full of people. The ている form describes the resulting state of being crowded.
The cafeteria is always crowded at lunchtime, so I try to go a little early.
Everywhere was crowded during the holiday weekend, and the children got tired.

Used for traffic or roads that are backed up with vehicles.
On Friday evenings the roads are very congested, and it takes a long time to get home.
混んでいる is the ている form of 混む/込む, describing the state of being crowded.
